The recent joint inspection of the Pradeep Bliss residential project in Somajiguda by HYDRA, along with officials from the revenue, irrigation and municipal departments, has raised questions among homebuyers over regulatory certainty. The project had earlier secured approvals from the Greater Hyderabad Municipal Corporation (GHMC) and TG RERA and is awaiting an Occupancy Certificate (OC).


According to documents reviewed by Property Pulse, GHMC granted building permission in 2018 after seeking clarification on whether the site fell within the Full Tank Level (FTL) limits of Hussain Sagar. The irrigation department, through the HMDA Lakes Committee, reportedly informed GHMC that the land was outside the FTL limits, following which the project received building approval and was subsequently registered with TG RERA.


Homebuyers said they purchased apartments after verifying the statutory approvals. According to available layout details, the project is located above 100 metres from Hussain Sagar, beyond the notified green belt, public roads and the Necklace road railway station.


Another issue raised by buyers relates to the Hussain Sagar Lakes Committee. They point out that the committee released a preliminary draft report in 2023, which they say has not yet been formally notified. They have questioned the basis on which the recent inspection was undertaken while the project was awaiting its Occupancy Certificate.


The developer completed construction in 2025 and applied for the Occupancy Certificate in August that year. The application is yet to be cleared. Industry stakeholders say delays in granting occupancy approvals after project completion create uncertainty for both developers and homebuyers.


Questions have also been raised over a recent TG RERA communication stating that the project's registration validity had expired. Industry sources contend that projects registered in 2018 were granted an additional one-year extension under special provisions introduced by the Central Government during covid and argue that this aspect should be considered while assessing the project's registration status.


The Pradeep Bliss case has brought renewed attention to the need for clarity and consistency in regulatory processes. While authorities are empowered to examine complaints and enforce planning and environmental regulations, industry stakeholders say timely decisions and regulatory certainty are essential to maintain homebuyer confidence and support investment in the housing sector.
