On one hand, the government claims it will develop Hyderabad into the world’s best city. But in reality, officials are struggling to clear even LRS files. Although 16 months have passed since LRS began, the expected progress has not been made. Even after sending notices to 20 lakh people at once, results are not visible.

The Layout Regularisation Scheme (LRS), which the Telangana government launched with great publicity, has not progressed as hoped. Confusion in the process, lack of widespread awareness, and technical problems in LRS payments have slowed the scheme. Although the government issued a green signal last August and revised earlier orders with a 25% rebate to fast-track pending applications, results remain poor. The Revanth government sent notices to around 20 lakh applicants at once, expecting many to use the rebate.

Out of 25.68 lakh applications, 2.5 lakh fall under prohibited land, 1.6 lakh near water bodies, and along with other technical issues, more than 5 lakh applications remain pending. Applicants say that even after paying the LRS fee, authorities are not issuing proceedings immediately. This confusion has left many unsure whether to pay the fee or wait. There is no proper support system to address doubts and field-level issues, causing huge delays.

The government expects around ₹8,800 crore revenue from LRS. Even though nearly 20 lakh people have paid the fee, issues remain unresolved. Some who paid months ago are still waiting for proceedings. Poor coordination between HMDA, Revenue, and Irrigation departments is reportedly delaying L1 approvals. In the HMDA limits, around 1.4 lakh people paid the fee, but only 22,000 proceedings have been issued. Most applications are stuck at various stages of L1 clearance. 

Officials say proceedings will be issued within a month for those who paid, but delays continue. Even after extending the deadline from March 31 to April 30, progress is slow. Although 16 months have passed, only 2 lakh applications have been cleared, while 23 lakh are still under review causing major concern.
