Transformer shortages, delayed NALA clearances, mortgage release bottlenecks are the major concerns raised by industry body.

The Telangana Builders Federation (TBF) has appealed to Chief Minister Revanth Reddy to address four critical issues affecting the state's real estate and construction sector, warning that prolonged delays could adversely impact both developers and homebuyers.

At a recent meeting held in Banjara Hills, representatives of various construction and builders’ associations discussed industry challenges and passed resolutions seeking government intervention.

The federation clarified that fixing centering (shuttering) rates does not fall within the purview of industry associations. It stated that such rates are determined through mutual agreements between contractors and builders and vary depending on project location, scale, technical requirements, specifications and the nature of construction work.

Industry representatives noted that imposing a uniform rate across all projects would not be practical. However, the meeting unanimously resolved to submit a representation to the government and the Labour Department seeking welfare measures for construction workers, including health cards, insurance coverage and compensation mechanisms in case of accidents.

A major concern highlighted by the federation was the shortage of electricity transformers, which it said has disrupted project handovers and caused financial hardship to both builders and homebuyers.

According to TBF, developers were previously permitted to procure transformers through authorised suppliers and install them in their projects. However, under the current system, transformers are supplied through the electricity department only after the issuance of Occupancy Certificates (OCs).

The federation alleged that inadequate transformer stocks have resulted in delays ranging from three to nine months. Consequently, residents of completed projects are often forced to pay commercial electricity tariffs instead of regular domestic charges, even after taking possession of their homes.

TBF urged the government to either restore the earlier procurement mechanism or permit developers to purchase transformers before project completion.

The federation also flagged delays in NALA clearances, attributing them to the lack of historical records for certain land parcels following the implementation of the Dharani Portal. It said that despite payment of prescribed fees, the online system required to process NALA approvals remains unavailable in several cases, leading to procedural delays.

These pending clearances, the federation said, are slowing down the issuance of Occupancy Certificates and preventing the release of the mandatory five per cent mortgage component, thereby affecting developers’ cash flows and sales.

TBF suggested that authorities such as Greater Hyderabad Municipal Corporation and Hyderabad Metropolitan Development Authority collect the applicable charges and transfer them to the concerned departments to expedite approvals.

The federation also urged the government to incentivise affordable housing by offering women buyers a concession of 3-5 per cent on stamp duty and registration charges. It cited a similar policy implemented during the tenure of former Andhra Pradesh Chief Minister Y. S. Rajasekhara Reddy and said such incentives would encourage property ownership among women while boosting housing demand.

TBF said timely resolution of these issues would improve ease of doing business in the real estate sector and benefit thousands of homebuyers across Telangana.
