PMO seeks project update as Cabinet approval becomes key milestone

The northern section of Hyderabad’s Regional Ring Road (RRR) has received another push at the Centre, with the project moving towards the next stage of approvals after years of delays and revisions. The Prime Minister’s Office (PMO) has reportedly sought an update on the project, while Telangana is pressing for Union Cabinet approval to enable construction to proceed.

The 161.5-km northern corridor will connect Girmapur near Sangareddy with Tangadpally near Choutuppal, passing through major growth centres including Narsapur, Toopran, Gajwel, Jagdevpur and Bhongir. It is planned as a six-lane, access-controlled greenfield expressway.

₹24,000-crore project

The revised project cost has been pegged at about ₹23,995.60 crore. The Public-Private Partnership Appraisal Committee (PPPAC) under the Union Finance Ministry has cleared the revised proposal, paving the way for the project to move forward under the Hybrid Annuity Model. The cost has risen substantially from the earlier estimate of around ₹15,000 crore following changes including the upgrade from four to six lanes and revisions in project and land-acquisition costs.

Land acquisition largely complete

Land acquisition has emerged as one of the major milestones for the northern corridor. Chief Minister A. Revanth Reddy said in July that about 95 per cent of the required land had been acquired while urging Union Road Transport and Highways Minister Nitin Gadkari to secure Cabinet approval and commence construction. The latest project process has already moved beyond the earlier tender stage. NHAI issued fresh tenders in May for two packages covering the entire 161.518-km corridor, with the civil construction component estimated at about ₹9,362 crore.

Cabinet nod remains important

With the revised project cost cleared and tendering advanced, the immediate focus is now on the remaining central approvals required to take the project into execution. The northern RRR is significant because it will create a high-capacity transport corridor beyond Hyderabad’s existing Outer Ring Road. It will link industrial, logistics and emerging urban centres across Sangareddy, Medak, Siddipet and Yadadri-Bhuvanagiri districts.

New growth corridor beyond ORR

For Hyderabad’s real estate market, the significance of the RRR extends beyond faster road connectivity. A high-capacity regional corridor can improve access to land beyond the ORR and support the development of industrial parks, logistics facilities, warehouses and new residential and commercial centres. As the northern RRR moves closer to execution, the areas along its alignment could see increasing investor attention.

The larger impact, however, will depend on the pace of construction and the development of connecting roads and supporting infrastructure. The long-delayed project has therefore reached a more advanced stage than in previous years. With land acquisition substantially progressed, the revised cost cleared and tenders already issued, the next critical milestone is securing the approvals needed to begin construction.
