Tenders in December for RRR work?

The Telangana government’s re-survey of lakes under HMDA limits is moving slowly, with less than 50% progress despite urgent High Court directives. Of the 3,500 lakes in HMDA, many still lack clearly defined FTL and buffer zones, and officials struggle with encroachment issues, coordination delays, and outdated records. Using satellite imagery and advanced technology, the state aims to complete the full lake boundary survey by December and restore Hyderabad’s endangered water bodies.

The construction of the Regional Ring Road (RRR), which is set to become another jewel for Telangana, is progressing rapidly. The northern part of the RRR — considered crucial for Hyderabad’s future development — is expected to gain momentum soon. With the Central Government granting approval for the northern segment of the Regional Ring Road, the National Highways Authority of India (NHAI) is preparing to invite tenders in December or January. Both the Central and State Governments are moving ahead with a clear plan to complete the northern section of the RRR within the next three years.

The Telangana government recently decided to upgrade the stretch of the RRR North — from Sangareddy to Raigiri in Yadadri Bhuvanagiri district — from four lanes to six lanes. The Central Government has now given the green signal for this upgrade. As per the revised estimations for the RRR project, the construction of the 161.5 km six-lane road will cost Rs 15,627 crore. With this approval, NHAI officials have initiated the tendering process. While tenders were earlier invited under the EPC model, the government has now decided to take up the Regional Ring Road project under the HAM (Hybrid Annuity Model) approach.

Against the backdrop of the significant expansion of the GHMC limits, the Central Government has proposed the RRR project under Bharatmala–1 to establish a high-speed transport corridor around Hyderabad and promote balanced regional development. With the city expanding rapidly, the Bharatmala–1 project aims to divert traffic, improve interstate connectivity, boost economic activity, and link smaller towns and rural areas to major highways. This is being developed as part of a long-term plan aligned with Hyderabad Metropolitan Region development goals.

The Regional Ring Road (RRR), estimated at Rs 36,000 crore, will be constructed over a total length of 343.5 km and divided into two segments: the North part at 161.5 km and the South part at 182 km. Initially, the government decided to complete the North part first and prepared the Detailed Project Report (DPR) accordingly. Tenders for constructing a four-lane express highway were invited in December 2024 at a cost of Rs 7,104.06 crore. Later, considering the increasing vehicular traffic, the decision was made to expand the RRR road to six lanes. As a result, the revised estimated cost for constructing the RRR North section received approval from the Central and State governments at Rs 15,627 crore.
