Telangana’s G.O. 95 Boosts Affordable Housing, Eases Realty Norms: NAREDCO
Property Pulse - Hyd., March 23: NAREDCO Telangana on Monday welcomed the issuance of G.O.Ms.No.95 by the Telangana government, terming it a landmark reform that will make housing more accessible for the middle class while promoting sustainable urban growth. The amendments to the Telangana Building Rules, 2012, notified on March 21, are expected to simplify regulatory processes and improve ease of doing business in the real estate sector, the industry body said in a statement.
According to NAREDCO Telangana, the revised norms introduce a more balanced framework for urban development by strengthening the use of Transferable Development Rights (TDR), addressing long-pending concerns of stakeholders while aligning growth with environmental considerations.
The body said the reforms will benefit homebuyers by enabling better land utilisation, reducing compliance complexities, and supporting competitive housing prices. It added that the TDR mechanism would also ensure fair compensation to landowners affected by infrastructure projects such as road widening and buffer zones.
The new provisions allow construction of buildings up to 18–21 metres in height on plots ranging between 750 sq m and 2,000 sq m through TDR utilisation, a move expected to encourage mid-sized apartment developments catering to middle-income families.
Further, setback relaxations for non-high-rise buildings under TDR norms are likely to help developers optimise space on smaller plots, resulting in efficient designs and improved affordability.
In addition, developers can now submit equivalent TDR in lieu of certain development charges in areas where master plan roads are modified or removed, reducing upfront costs and helping stabilise property prices.
NAREDCO Telangana said the policy changes would accelerate infrastructure development and strengthen Hyderabad’s position as a growing urban hub while ensuring inclusive growth.
