TGHRC Takes Suo-Motu Cognizance of fatal stray dog Attacks Reported in Media

Telangana Human Rights Commission (TGHRC), headed by Dr. Justice Shameem Akther, has taken suo-motu cognizance of grievous incidents of fatal stray dog attacks reported in newspapers dated 21.04.2026, including,

The Hindu title - 3-year-old girl mauled to death by stray dogs;

Andhra Jyothi, Telugu Daily newspaper title – వీధి కుక్కల దాడిలో చిన్నారి మృతి”,

Eenadu, Telugu Daily newspaper, title - “పొలాల్లోకి లాక్కెళ్లి చిన్నారిని పీక్కుతిన్న వీధికుక్కలు”,

Deccan Chronicle, title “Stray Dogs Kill 2 in Separate Incidents”

The reports highlight the death of a three-year-old girl, Divya Behra, in Peddapalli District and a 36-year-old man, Ryakam Nagaraju, in Yadadri Bhuvanagiri District. Observing that the incidents, if true, prima facie disclose a violation of the right to life under Article 21 of the Constitution and indicate possible negligence on the part of local authorities, the Commission has expressed serious concern over public safety and the vulnerability of migrant labourers. The Commission has accordingly called for detailed reports from the District Collectors of Peddapalli and Yadadri Bhuvanagiri on the facts and action taken, and has posted the matter for hearing on 02.06.2026 at 11:00 AM.
