Hundreds of plot owners in an HMDA-developed layout at Medipally have sought government intervention over pending infrastructure works and restrictions affecting property transactions. The layout, spread across nearly 56 acres in Survey No. 62 of Medipally village, was developed by the Hyderabad Metropolitan Development Authority (HMDA) and comprises 434 residential plots. Buyers purchased plots through HMDA auctions conducted in 2023, believing that a government-developed layout would offer clear title and planned infrastructure. According to plot owners, several promised infrastructure facilities are yet to be completed. They claim that works related to internal development, drainage and power infrastructure have progressed slowly, despite expectations that key facilities would be provided within a reasonable period after the auctions

Restrictions on registrations raise concerns

Buyers say uncertainty increased after Survey No. 62 was reportedly included in the Registration Department's prohibited properties list under Section 22-A.According to plot owners, the restrictions have affected the marketability of the plots and created difficulties for those looking to sell, transfer or obtain loans against theirproperties. Some owners allege that financial institutions are exercising caution due to the registration-related issues. Property owners say the matter is linked to land acquisition and revenue-related issues concerning portions of land within the survey number. They point to pending administrative and legal matters involving assigned lands and subsequent land management issues that have complicated the situation. Owners also claim that encroachments and competing claims over certain portions of land have added to the uncertainty. However, plot owners maintain that they purchased plots through a government-conducted auction process and should not be adversely affected by issues beyond their control.

Call for Resolution

Affected buyers have urged the government, HMDA and revenue authorities to resolve the pending issues, complete the remaining infrastructure works and provide clarity regarding the registration status of the layout.Some buyers have also questioned the decision to proceed with the auction of remaining plots while existing concerns remain unresolved. Plot owners say a clear resolution would help restore buyer confidence and enable normal transactions within the layout.
