The Malkajgiri Municipal Corporation (MMC) has announced a crackdown on the illegal dumping of construction and demolition (C&D) waste, warning that builders, contractors and other stakeholders violating waste disposal norms will face stringent penalties. The move comes amid concerns over construction debris being dumped in drains, vacant plots and other unauthorised locations, posing sanitation, environmental and public health challenges. 

MMC Commissioner Vinay Krishna Reddy said strict enforcement measures will be implemented against those who fail to follow prescribed guidelines for the transportation and disposal of construction waste. The warning was issued during a meeting with representatives of C&D waste processing plants, transport operators, vehicle owners and drivers.

The Commissioner said the civic body will deploy special surveillance teams to monitor illegal dumping across the city. Individuals, vehicle owners and transport operators found disposing of construction waste on roads, open lands, drains and other unauthorised sites will face penalties and legal action.

He directed that all construction and demolition waste generated within the city must be transported only to government-authorised C&D waste processing facilities, where it can be scientifically processed and recycled.

According to the enforcement framework outlined by the corporation, vehicles transporting excess loads or found dumping waste indiscriminately will be fined Rs 25,000 for the first offence, Rs 50,000 for the second offence, and Rs 1 lakh for the third offence, along with seizure of the vehicle.

In addition, construction owners, contractors and organisations found responsible for illegally transporting or dumping construction waste will be liable to a Rs 50,000 fine for every violation, irrespective of the action taken against transport vehicles.

Officials said illegal dumping of construction debris has emerged as a major urban management challenge, often leading to blocked drains, environmental degradation and public health concerns. The corporation urged all stakeholders in the construction sector to comply with waste management regulations and support efforts to maintain a cleaner and safer urban environment.
