Telangana Govt Reorganises GHMC into 12 Zones and 60 Circles

The Telangana government has approved a major administrative reorganisation of the Greater Hyderabad Municipal Corporation (GHMC), restructuring it into 12 zones and 60 circles to improve governance, service delivery, and administrative efficiency.

According to G.O.Ms.No.292, issued by the Metropolitan Area & Urban Development (MA&UD) Department on December 24, 2025, the decision follows the recent merger of 27 Urban Local Bodies—including 20 municipalities and seven municipal corporations—into GHMC, effective from December 2, 2025.

With the expansion, GHMC’s population has now crossed 1.34 crore, significantly increasing the administrative workload across existing zones. The government noted that the earlier six-zone structure was no longer adequate to handle the growing civic and governance demands of the expanded metropolitan region.

Based on a detailed proposal submitted by the GHMC Commissioner, the government approved further decentralisation to ensure uniform administration, faster civic services, and greater public convenience. The reorganisation aligns with the earlier approval for delimitation of GHMC into 300 wards, facilitating more effective urban governance.

Under the new structure, GHMC will function through 12 zones, each comprising multiple circles and wards, covering the entire expanded metropolitan area. The revised zoning is expected to enhance coordination at the field level, improve monitoring of civic works, and strengthen citizen access to municipal services.

The government has directed the GHMC Commissioner to take necessary follow-up action for the implementation of the new administrative framework.

The order was issued with the approval of the Governor of Telangana and signed by Chief Secretary K. Ramakrishna Rao.
