The Telangana government has set an ambitious goal to expand Hyderabad’s urban influence from the Outer Ring Road (ORR) to the Regional Ring Road (RRR), covering an area of nearly 10,050 square kilometres. As part of this vision, HMDA’s jurisdiction has been extended to 11 districts.

Under the Hyderabad Comprehensive Master Plan 2050, the government is preparing focused strategies for economic development, integrated public transport, water resource management, and forest conservation. As part of this initiative, the government has decided to construct 16 greenfield roads between the ORR and the RRR. Under the Comprehensive Mobility Plan, detailed proposals are being prepared for these roads. HMDA is currently working on DPRs for the first greenfield road from ORR Exit No. 13 at Raviryala to Amangal (41 km) and the second road from Budwel to Kosgi (approximately 81 km). Land acquisition notifications have already been issued for these corridors. 

The Budwel–Kosgi greenfield road, originating near ORR Exit No. 17, will connect industrial zones developed by TGIIC and link to National Highway 167. The objective is to ensure seamless connectivity to industrial hubs and logistics centers. The road will pass through areas such as Chandanvelly, Peraram, Gudur, Dornalapally, Doma, and Kodangal. While 52 km of the proposed road falls within HMDA limits, some farmers have expressed concerns over land acquisition and compensation. HMDA officials are factoring these issues into the DPR preparation.

In addition to these two roads, the government plans to construct 14 more greenfield corridors, enabling direct connectivity from the Inner Ring Road through the ORR to the RRR. The government is also exploring the development of large townships along these corridors. By 2047, the aim is to construct around 3.5 lakh homes around the RRR to ensure housing for all.
