The Mohali District Consumer Disputes Redressal Commission has directed Janta Land Promoters to pay 9 per cent annual interest on ₹42.13 lakh paid by a homebuyer for delayed possession of a flat in its Galaxy Heights project in Sector 66-A, Mohali. The builder must also pay ₹75,000 towards compensation for mental agony, harassment and legal expenses.

The complainant, Kuldeep Singh, purchased a 1,050 sq ft flat in Tower B, with possession due by July 30, 2018. However, the unit was handed over only on March 10, 2023, allegedly with construction defects and missing promised amenities. The commission found that the builder had failed to produce the required completion certificate.

The builder has been directed to rectify the defects, provide the promised facilities, restore the allotted parking space and obtain occupancy and completion certificates within three months. Interest on ₹42,13,678 is payable from July 30, 2018, until the requisite final certificates are obtained.
